it is a saying used to describe someone of higher riches, someone who can afford and iron bowl or gets rice so often that they need an iron bowl.

Iron rice bowl is a Chinese idiom means a job that is guaranteed lifetime and the job security and wages were not based on the job performance and doesn't matter how hard they work, they would get the same money.

The phrase "An iron rice bowl" is a metaphor because it means someone who has alot of money and can afford an iron bowl and food for his whole life.
Example 1) "From this moment onward, I would have an "iron rice bowl" - A good job and enough food for life."
