Why was the Chinese translated western book that Li found such a treasure? What does this tell us about the Chinese view of the West at the time?

The book that Li found about the chinese translated western story is about love and how a rich steel baron in Chicargo falls in love with a young girl and they lived happily together. The Chinese if they found the book would burn the book and put the reader and his family in jail for betraying the law.
